Egypt has faced different forms of terrorism over the last few decades. Its security response has been sweeping, but with limited effectiveness. Today, the state is responding to a new form of terrorism with the same approach that has proven unsuccessful. In the name of war on terror, Egyptian authorities cracked down on civil society, basic liberties and freedoms, and political opposition. This approach is both ineffective and counterproductive as it creates a conducive environment for further radicalization and, possibly, a newer breed of terrorism.
